Hiya.

Well i can certianly see that you have done your research correctly! Im in England im not sure on some of the brands you have mentioned but Babyliss is a good brand over here. Yes always have iconic as this reduces frizz, stops hair drying out and conditions as it drys. 3 speed, 3 heat and cool blast your also correct on. Make sure you get one about 2500W for a faster speed dryer. Most dryers will have a concentrater with them. Im not sure if they do this one where you are but i have the Phillips Treseme hairdryer which is amazing. It has everything you mentioned + concentrator whihc i would reccomend aswell. Its not too pricey either.

Anyway good luck with whichever one that you choose.

Ive used the CHI and it works really well, but ive never used the Sedu. It is suppose to be better though. Read the reviews.
